Electronic service is not an authorized method under 827(b), so no electronic extension. Increases over 10% in 12 months need 90 days (rent_increase_notice_90_days). Rent caps (Civ. Code 1947.12), local ordinances, and longer notice under other law or contract (827(c)) not modeled.
