CCP 12: "The time in which any act provided by law is to be done is computed by excluding the first day, and including the last, unless the last day is a holiday, and then it is also excluded." - APA formal-hearing decisions (Gov. Code 11500 et seq.) only. Earlier if the agency set an earlier effective date; later if the agency granted a stay (up to 30 days) or a 10-day evaluation stay. roll set to none: this is the expiration of the agency's power, and CCP 12a / Gov. Code 6707 extension is not clearly applicable; using no roll yields the earlier, safer date for the Gov. Code 11523 periods that run from it. LAWYER REVIEW.
